UAE (United Arab Emirates) foreign trade
The sectors of activity essential to the country’s wealth are linked to hydrocarbons. The United Arab Emirates are renowned for their natural gas and oil reserves, which make up the majority of the country’s exports in terms of value (34% of Emirati foreign trade in 2019 according to the WTO, the World Trade Organisation).
However, the United Arab Emirates has also succeeded in developing its manufacturing industry. They are renowned for their production of telephones, office equipment, gold and jewellery. These goods are exported all over the world.
The country is also famous for its civil engineering and construction projects on a staggering scale : artificial archipelagos, skyscrapers, mosques, building complexes stretching over several kilometres… A huge amount of construction equipment is required to bring these huge projects to life, with very specific import and transit conditions.

Taxes and customs procedures
Customs tariffs in the United Arab Emirates
The UAE has a relatively low customs tariff compared with many other countries. Many goods benefit from zero or reduced customs duties under free trade agreements with several countries.
Imports and exports to the Middle East
The United Arab Emirates is a member of the Gulf Cooperation Council (GCC), joining the other monarchies of the Persian Gulf. Since 1981, the Unified Economic Agreement has exempted all agricultural, animal, industrial and natural resource products in transit between GCC member states from customs duties and taxes. The import-export conditions for intra-GCC trade are therefore particularly advantageous.
Dubai <-> World trade: documents required for importation
Dubai has introduced an electronic customs clearance system, which facilitates customs procedures. However, this system does not exempt the sender from sending a list of documents.
Goods shipped to the United Arab Emirates must be accompanied by the following documents:
- The Single Administrative Document (SAD), also known as the ATA carnet
- The commercial invoice
- A certificate of origin for the goods
- A phytosanitary certificate
- A certificate of no radioactive contamination
- A transport certificate
- A certificate from the supplier
- Transport documents and packing list
- If exporting to the food industry : a health certificate + a certificate of slaughter according to the Islamic rite for meat (beef, poultry*) that is hallal-compliant.

All these shipping documents must be approved by the CCI in the exporter’s district and by the UAE embassy in the country of origin.
Application of VAT
The UAE introduced value added tax (VAT) in January 2018.VAT is generally set at 5% and applies to most goods and services, including imports. Businesses trading with Dubai companies must register their business for VAT and comply with VAT-related tax obligations.
